What is the best organized club financially in your opinion and why?

I was going to say arsenal cuz they don't buy players for big money and sell for a lot of money but since u ruled them out I think Sevilla cuz they buy for like 1 or 2 mil and sell them for around 20 ( eg alves , keita ) and of course man city Madrid chelsea don't count cuz they spend like crazy
