My daughter knocked over a motorcycle illegally parked behind her in a parking lot. Who's at fault?

She was going slowly and barely tipped it over so only caused a scratch...no damage to our car. Also this was a grocery store lot with two "parking attendants" who were supposed to direct parking and they allowed the motorcycle to park perpendicular to her car against a red painted curb.
